**WHEREAS** negotiations between the Government of Québec and the physicians’ federations regarding Bill No. 106 have failed;
**WHEREAS** the Minister of Health has refused to use an independent arbitrator, as requested by the FMSQ and the FMOQ, during negotiations on Bill No. 106;
**WHEREAS** Bill No. 2, entitled *“Act mainly to establish collective responsibility for improving access to medical services and ensuring the continuity of the provision of these services,”* was adopted on October 25, 2025;
**WHEREAS** this special law was adopted under closure (bâillon) without any consultation process with the parties concerned;
**WHEREAS** Bill No. 2 suspends the renewal of the physicians’ framework agreement and the overall physicians’ remuneration envelope until 2028;
**WHEREAS** Bill No. 2 provides for fines and sanctions against physicians, representative physician groups, leaders, employees or representatives of representative physician groups, universities with a faculty of medicine, and leaders or representatives of universities with a faculty of medicine who engage in concerted actions;
**WHEREAS** Bill No. 2 imposes unrealistic performance targets that jeopardize the quality of care;
**We, the undersigned,** call on the Government of Québec to immediately repeal the *Act mainly to establish collective responsibility for improving access to medical services and ensuring the continuity of the provision of these services*, adopted without adequate consultation.
