Petition: Bill 1

Bill 1, the Quebec Constitution Act, is soon to be voted upon at the National Assembly. The following petition seeks its removal.

Petition text

WHEREAS , on October 9, 2025, the government unveiled Bill No.  , a constitutional bill, without an electoral mandate and without prior citizen consultation; 

CONSIDERING THAT all opposition parties rejected this bill as soon as it was tabled in the National Assembly, a rare gesture and indicative of its lack of legitimacy; 

WHEREAS the Quebec Bar Association has publicly denounced the erosion of checks and balances and the serious risks to the rule of law that this bill entails, among other things; 

WHEREAS the general architecture of this bill imposes a hierarchy of rights and weakens existing protections, particularly in the area of ​​reproductive rights; 

WHEREAS any constitutional project must be the subject of genuine consultation with First Nations and Inuit and may in no way infringe upon ancestral and treaty rights;

CONSIDERING THAT the writing and adoption of a constitution reflect the interests of those who write it, these processes cannot be partisan and imposed by the parliamentary majority, but must be part of a truly consultative, constituent, open, non-partisan and democratic process;

We, the undersigned, call on the Quebec government to immediately withdraw Bill No.
